VIOLANTE: NEUROTECHNOLOGY THREATENS THE FREEDOM AND INTEGRITY OF THE HUMAN BRAIN
Luciano Violante,president of Leonardo Foundation-Civilization of Machines ETS, recently highlighted the need to protect neurorights at the " State of Privacy-focus on Artificial Intelligence" conference held in Florence.
Violante said that although neurotechnology can positively revolutionize our lives, it also risks turning our brains into a field of surveillance and manipulation.
This is why it is crucial to establish a set of ethical-legal rights and restrictions.
Neurorights include:
1. Protection of mental privacy: brain data must be handled with the utmost confidentiality and strictly regulated in terms of use, sale, and commercial transfer.
2. Protection of personal identity: It is essential to safeguard the sense of self by limiting technologies that could alter it.
3. Equitable access to neurotechnologies: Ensure that everyone has equal access to mental enhancement technologies.
4. Prevention of algorithmic bias: Ensure that the algorithms of neurotechnologies do not create discrimination.
5. Individual autonomy: Defend people’s independence from external manipulation by neurotechnologies.
Violante also proposes two key prohibitions:
1. Interference without consent: prohibiting the reading, dissemination or alteration of mental states without the explicit consent of the individual.
2. Unauthorized manipulation of neural capacities: Preventing interventions that may cause direct damage to people’s brain functions.
This reflection is part of a broader context of building a " digital civilization" centered on human dignity and awareness of technological challenges.
Violante urges a critical examination to avoid the marginalization of the human being in favor of a post-human vision and stresses the importance of technological progress that promotes the development of individuals and communities.
