The Adoption of AI in Secret Services: A New Era for International Intelligence”
How the CIA and MI6 use AI to optimize secret operations and face new global challenges

Adoption of AI by Secret Services: A New Era for International Intelligence

Highlights:

  • Use of generative AI by CIA and MI6 to improve intelligence operations and data analysis.
  • Employment of cloud technologies and attack simulations to ensure the security of secret operations.
  • International collaboration to counter Russian disinformation and sabotage activities in Europe.
  • Focus on China as the main geopolitical challenge of the 21st century, with a significant increase in the allocated budget.

In a joint article, the CIA and MI6 chiefs revealed how their agencies are using generative AI to enhance intelligence activities, from complex data summarization to identifying crucial information. With the use of cloud technologies and partnerships with innovative companies, the goal is to protect and optimize secret operations in an increasingly complex and interconnected global context.

Artificial intelligence, or AI, is rapidly becoming a fundamental element for international intelligence agencies. In a rare joint contribution published in the Financial Times, Bill Burns, CIA director, and Richard Moore, head of the British Secret Intelligence Service (SIS), disclosed that their respective agencies are integrating generative AI into daily operations to enhance analytical and operational capabilities. This technology, which uses advanced algorithms to autonomously generate content, is employed to synthesize information from vast databases, assist in identifying relevant information, and facilitate strategic ideation.

The directors explained that AI is used to protect secret operations through "red teaming," a technique involving simulated internal attacks to test the operations’ vulnerability. Integration with cloud technologies allows agency data scientists to make the most of available information, in collaboration with innovative companies in the United States, the United Kingdom, and globally.

During a discussion with Roula Khalaf, editor of the Financial Times, Moore highlighted that MI6 uses large language models to analyze the volume of extremist content on the internet and decipher contemporary criminal jargon, enabling agents to operate credibly within suspicious communities. This approach demonstrates how AI can be crucial in navigating a digital environment where information and misinformation spread rapidly.

Technological challenges not only concern the fight against Russian disinformation but also sabotage operations in Europe. Agencies work closely together to counter disinformation and sabotage campaigns, focusing on threats like the Chinese group Volt Typhoon, accused of cyber-attacks in various countries.

Specifically, Moore and Burns emphasized that the war in Ukraine has highlighted how technology can significantly affect the course of a conflict. The combined use of satellite imagery, drones, cyber warfare of varying sophistication, social media, open-source software, and unmanned aerial and maritime vehicles has revolutionized the way information and misinformation are used on the battlefield.

On the Chinese front, CIA and SIS cooperation aims to confront what they define as the most important geopolitical challenge of the 21st century. Burns revealed that, to address the "China Challenge," the CIA has tripled its budget over the past three years, now allocating 20% of total resources to this issue. The concerns involve technology theft and growing threats to global security from Beijing.

The adoption of AI by intelligence agencies represents a crucial step towards innovation and efficiency in a rapidly evolving international context. While not providing specific details about operations, Moore and Burns stressed the importance of developing increasingly advanced techniques to maintain an edge in an environment characterized by unprecedented challenges.
